St.
Johns County Board of County Commissioners is seeking a Right of Way Manager for our well established Public Works Department located in beautiful St.
Augustine, Florida.

The St.
Johns County Public Works Department maintains, preserves and protects the infrastructure resources of the County in the most efficient and effective manner possible.
Public Works is made up of Engineering Services, Fleet Maintenance, and Road and Bridge.

The newly selected Right of Way Manager is responsible for ensuring that all utility and other installations within county rights-of-way are in compliance with local and state standards.
The ideal Right of Way Manager candidate must possess St.
Johns County’s core values of compassion, innovation, and trustworthiness and must work well in a collaborative team environment.
Some of the specific tasks include but are not limited to:
· Reviews permit applications, plans and specifications to ensure compliance with county standards, safety procedures, and erosion and sedimentation control requirements.
· Coordinates with other governmental and state regulatory agencies to ensure compliance with other specifications and standards.
· Conducts field site assessments of all large utility and other projects prior to approval of permit applications.
· Supervises and coordinates the work of assigned personnel; trains, assigns, schedules, directs, evaluates, and disciplines staff.
· Institutes advanced public notifications of all utility projects.
· Coordinates and participates in pre-construction meetings and schedules regular progress meetings to ensure safety standards and schedules are met.
· Assists the County Engineer and other county departments with non-utility related issues as required.
· Gathers data and prepares reports, presentations, spreadsheets, tables and charts.
· Reviews inspection reports for accuracy and completeness.
· Maintains a full-time presence on the job.
· Performs other duties as assigned.
Candidates for the Right of Way Manager are encouraged to apply if they meet the following minimum qualifications:
· Associate's or Bachelor's Degree from an accredited college or university in a related course of study to the occupational field is preferred.
· Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with a minimum of three years experience.
· Ten years of experience may substitute for degree.
· Knowledge of utility construction practices, principles, and regulations.
· Knowledge of permitting agency rules and regulations.
· Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
· Must possess good interpersonal and communication skills in order to serve others.
· Must be able to comprehend, speak and write the English language.
· Must be able to operate a computer.
