We are seeking a highly skilled and experienced Information Officer to join our team.
Job Overview: This is a highly responsible administrative position, coordinating communications that promote the City of Green Cove Springs.
Work is performed under the general direction and supervision of the City Manager and/or the Assistant City Manager.
Work is reviewed through media placements, publications, video content creation, Web content development and the implementation of a marketing plan.
This position requires tact, composure, flexibility and excellent communication skills and abilities.
*ESSENTIAL JOB FUNCTIONS* * Performs functions necessary to develop and promote community relations opportunities, including printed, Web and video material on City activities, programs, events, and initiatives.
* Responds to inquiries and questions from the media and the public and provides information via newsletters, written and telephone communications, press releases and other audio visual techniques.
* Develops new and interesting ways to communicate the essence of City government to the public, which includes providing information through social media and media relations.
* Works with members of management and department personnel to develop community relations plans, promote new and ongoing initiatives in their respective areas and ensure continuity in the City's marketing message.
* Develops and maintains calendar events, notices, photographs, promotional images and general news articles that are part of regular publicity.
* Conducts research related to City strengths and assets.
Retrieves records, as needed in preparation for printed, web and/or video material.
* Prepares correspondence, memoranda and reports.
* Schedules presentations by City officials and community leaders to stakeholder groups.
* Obtains media placements within the city, the county, the region and the state.
* Represents the City at various community meetings and/or functions, as requested.
* Coordinates with other departments when called upon to act as an official spokesperson or to provide a central source of information.
* Responds to requests for information from the public and other community organizations as it relates to the communications role.
* Assists with graphic design, illustrative material and copy layouts for marketing and/or web design and development.
* Maintains marketing materials and graphics library.
* Updates, develops, and maintains the City’s Internet website and social media with current events, emergency notifications and department information.
* Ensures documents and department records located on the website are accurate, up to date, and easily accessible to citizens and employees.

*MINIMUM QUALIFICATIONS* *Education and Experience:* Requires a Bachelor's degree from an accredited college or university in communications, public relations, journalism or public administration or a related field, and three (3) years of progressively responsible experience in public relations and/or media or related field.
Any equivalent combination of training, education and experience that provides the necessary knowledge, skills and abilities may be considered for the minimum qualifications.
*Licenses or Certifications:* * Possession of valid Florida Drivers License, and maintain compliance with Vehicle Use Policy requirements, Section 8.
15 (c) in the City's Personnel Manual.
*Special Requirements: * * None.
*Knowledge, Skills and Abilities: * * Ability to build effective working relationships with department heads, City Council, the general public, professionals, consultants, vendors, and representatives of other governmental agencies.
* Ability to establish, manage and maintain clear and effective lines of communication with the media by having a thorough knowledge of the workings of the media.
* Ability to communicate effectively, both orally and in writing, and to prepare concise, clear responses and press releases.
* Ability to conduct research studies and investigations and prepare concise and accurate oral and written reports.
* Ability to work constructively with sensitive issues.
* Ability to think in creative ways and make appropriate plans to implement new ideas.
* Knowledge of digital graphic design, editing and copy writing.
* Knowledge of Video on Demand systems.
* Knowledge of personal computers and related software, including word-processing, databases, graphics and automated systems.
* Ability to research and access file cabinets for data retrieval and storage.
* Ability to sit at a desk and view a display screen for extended periods of time, access, input and retrieve information from a computer.
* Ability to exercise independent judgment.
* Ability to work under pressure with deadlines and/or interruptions.
* Knowledge of modem office procedures and practices.
*PHYSICAL DEMANDS* The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly.
Also requires the following physical abilities: balancing, climbing, feeling, manual dexterity, handling, hearing, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
*WORK ENVIRONMENT* Work is performed in an office environment.
